He took a doctor’s degree in Economical Sciences at Santiago de Compostela University and is a Professor of Applied Economy at A Coruña University. Nowadays, he directs the University Institute of Maritime Studies and is the subdirector of the Institute of Galician Studies of Pedro Barrié de la Maza Foundation. He was deputy mayor in the City Council of A Coruña, director general of Fishing Development in the State Administration and president of the Xunta de Galicia (1987-90). Besides, he was a member of the Galician Parliament and senator representing the Autonomous Region during four sessions. He was on the commission that negotiated Spain’s membership in the European Union and the Parliamentary Assembly of the European Council and the West European Union. He was the president of the Economy Commission in the Senate.
He wrote the following books: Estructura económica de Galicia (Espasa Calpe); O desafío económico de Galicia (Luis Tilve Foundation); Galicia, un camiño á renovación (Do Castro Publications); La economía del sector pesquero (Espasa Calpe); La economía del transporte marítimo; Los impactos del Prestige (Barrié Foundation) and Fortaleza e debilidade da Europa Azul (Caixa Galicia).
