From May 1985 to July 1991, he worked as civil servant for the Xunta de Galicia. From July to October 1991, he filled the office of general secretary in the 'Consellería de Agricultura, Gandeiría e Montes'. From October 1991 to May 1996, he was general secretary in the 'Consellería de Sanidade e Servicios Sociais'. In 1992, he also became vice-president and general secretary of the Galician Health Service. From May 1996 to May 2000, he was general secretary responsible for health assistance and president of 'Insalud' (Ministry of Health). He was director general of the General Post Office and 'Conselleiro de Política Territorial, Obras Públicas e Vivenda' of the Xunta de Galicia.
