He was brought up in a republican family and educated according to federalism and free thought. He studied Law in Compostela and took his doctor's degree in Madrid. He was keen on oratory for the masses and took part in peasants, workmen and burgueois demonstrations. In 1914 he edited the newspaper Tierra Gallega and collaborated in the famous magazine España. When on 14th April 1931 the Republic was proclaimed, Casares was nominated as Minister of Navy. Azaña also nominated him as Home Secretary in 1932. In 1936 he was nominated as President of the Government and Minister of War. When the war broke out he went to France into exile.
