He began to work as an economist in the International Monetary Fund in 1970 and was nominated as head of the Department of Exchange and Commercial Relations in 1977. In 1987, he became subdirector of the European Department and assistant manager of the Department of Monetary and Exchange Matters in 1991, where he stayed for four years.
Together with Joaquim Muns, he published the book La cultura de la estabilidad y el consenso de Washington (1999).
