He studied Teaching and took a degree in Law at Santiago University. He worked as a teacher in S. Xurxo of Lourenzá, Lugo, Monterroso and Santa Cilla (Foz). He directed the school of Foz for twenty years. He was an inspector of the 'Consellería de Educación' in Foz. He has been a councillor in Foz since 1967. In the democratic elections, he was elected as Mayor but he had to give up to become president of the County Council (1979-1983). He was a councillor in Lugo and a county councillor from 1983 to 1987, being elected as a member of the Galician Parliament and first vice-president (1985-1989). He was one of the drafters of the preliminary plan of the Galician Statute. He also filled the offices of 'Conselleiro' in the preautonomous Xunta, manager of the Galician Institute of Scenic and Musical Arts (1992-1994) and director of the Technical Cabinet of the Galician Parliament (1994-98).
Starting from 1969, he was a regional advisor of the Teleclubs of Galicia and president of ALIAD (Association of Lugo to help and inform drug addict people). From the County Council, he promoted works such as the construction of the University College, the Public Library, 'Alfonso X el Sabio' Avenue, school for the death and mute and people who need a special education, the restoration of 'San Paio de Narla' Castle, among others. He also promoted the creation of XESTUR Lugo and the attainment of the Faculty of Veterinary.
He was a commander of the Orders of the Agricultural and Civil Merit. In 1982, he was elected as "lucense del año". He got the Silver Medal of the Red Cross and is an honourable member of UNICEF, 'Belén de Begonte', the cultural association 'Cántigas e Frores', the Society for the prevention of cruelty to animals, the Brotherhood 'Virgen de la Esperanza', the cultural centre of Bazar and other entities. He was honoured with the badge of gold at several sport clubs.
