He took a degree in Law at Santiago University and was a Professor of Administrative Law for a year at that University. He has been a lawyer of the Council of State since 1959.

 Work & Activities

He filled the following offices: under-secretary of the Presidency and the Ministry of the Interior, vice-president of the 'Xunta de Galicia', president of the County Council of A Coruña, 'Conselleiro de Agricultura', 'Conselleiro de Sanidad' (Xunta de Galicia) and Minister of Health. Nowadays, he is the president of the Justice and Interior Commission of the Spanish Parliament. He has published several works related to Administration, Town-Planning and Health.
