Baltar Pumar was the mayor of Nogueira de Ramuín City Council from 1976 to 1995. He was a foundation member of ‘Centristas de Galicia’. This political party was later included in the PP (‘Partido Popular’). José Luis Baltar was a deputy during the sessions 1983, 1987, 1991 and 1995.
On 20th January 1990, he was elected president of Ourense County Council. José Luis Baltar was re-elected president of the County Council after the elections on May 1991 and once again he renewed his term of office in 1995, being supported by 17 of the 25 deputies. The same happened in 1999 and 2003, always with absolute majority. After the integration of ‘Centristas de Galicia’ in ‘Partido Popular’, José Luis Baltar became president of the governing body and was elected provincial president of the PP in 1992, being renewed in his office up to the moment.
He is a member of the regional executive committee of the Galician PP and is a member of the standing commission of the Spanish Popular Party and its national governing body. He was also a senator (the most voted in the electoral history of Ourense) and councillor in Ourense City Council. In the elections of June 1999 and 2003, he got absolute majority again and was re-elected president of the County Council.
New victories in the municipal elections of 2007 and 2011 turned him into the most veteran president of the Galician County Councils, until he retired on 2012.
