He took a degree in Biology (Ecology section) at Santiago de Compostela University in 1979. He worked in several companies, organising work from the scientific point of view. He started to work as a biologist at the Institute of Economical and Social Development in Lugo ('INLUDES') in 1983, where he filled several offices and became director of the institute. He was general secretary of the Galician Agency of Rural Development in Santiago de Compostela.
As far as his political activity is concerned, he filled the office of general secretary of the 'Consellería de Agricultura, Gandeiría e Montes' (1990-91), deputy mayor in the City Council of Lugo and responsible for Environment and Economy (1991-95) and Mayor of the City Council of Lugo from 1995 to 1999. Nowadays, he is on the executive body of the political party 'Partido Popular', and is a deputy of the same party in the Spanish Parliament.
He is very keen on photography, music and sports (bicycle and nautical sports). He feels passion for Lugo and his family.
