He took a degree in Law at Santiago de Compostela University in 1985. From 3rd July to 3rd August 1990, he collaborated as a researcher at the European University Institute in Florence (Italy) under the direction of professor Renaud Dehousse. He also collaborated at the National Institute of Public Administration, dependent on the Ministry of Public Administrations. He has been working as a civil servant of the Xunta de Galicia since 1993.
He filled the following offices: general secretary of relations with the European Union and foreign action (1999), secretary of 'Arco Atlántico' Commission (1999), general coordinator of the Work Community Galicia - North Portugal (1999), member of 'Comité de las Regiones' (2000), substitute of the president of the 'Xunta de Galicia', director of 'Galicia - Europe' Foundation (2000) and vice-president of the National Commission for the European Union of the 'Popular Party' (2001).
He got the executive diploma of the 'Xunta de Galicia' in 1997. He speaks Galician, English, French, Italian and Portuguese.
