Since he was a child he showed interest for social problems, which made him devote himself to politics and teaching. He worked as a teacher of Technology most of his life in Trives and O Carballiño, where he was also director in the Secondary School from 1993 to 2003.
He started his political activity in the City Council of Ourense in 1983, being responsible for the Education area during the sessions 1983-1987 and 1987-1991. In 1991 he was elected deputy in the Galician Parliament, where he stayed until 1997 as a member of the Education Commission. In 1999 he was elected councillor responsible for Culture in the Town Council of O Carballiño, where he stayed until 2003. In 2003 he was nominated as secretary general of the PSdeG-PSOE in Ourense, where he also applied for the mayor’s position and was a member of the socialist group and deputy in the County Council. He was Mayor of Ourense since 2007 to 2012.
Member of the Galician National Executive Body of the PSdeG-PSOE, member of the Federal Committee of the PSOE, member of the Commission of Cooperation to Development of the FEMP and member of the FEGAMP.
