He took a doctor's degree in forestry and did an MA in Territory Development. As a civil servant, he belongs to the special Corps of forestry experts. He filled the office of subdirector general of Environment (Xunta de Galicia). He is the director and Professor at the College of Forestry Experts, director of AF-4 research group (Vigo University), member of the consultative Environment Committee of the European commission and expert of the Economic and Social Council of European Council.

He carried out research works related to environment and forest sector, natural resources and physical planification.

He is the general secretary of the Association of Rural Landowners and Hunting Producers in Galicia and vice-president of the Professional Association of Galician Forestry Experts.
