He took his degree in Law at Santiago de Compostela University (1958) and after a competitive examination, he entered the judicial career. Since 1989, he has been a Magistrate in the Court of Justice in Madrid. As far as sports is concerned, he has been junior record holder in Galicia at putting the shot and throwing disk, absolute Galician record holder at putting the shot and national runner-up at throwing disk. He was seeded in the Olympic Games of Rome (1968) in the trials of throwing disk. He has been a member of the Spanish Olympic Committee since 1972, president of 'Pierre de Coubertin' International Committee, president and founder of the Spanish Olympic Academy, president and founder of the Latin American Association of Olympic Academies and president of the Spanish Union of Olympic Philately. He has also been a foundation member, lecturer and director of seminars in the International Olympic Academy since1961 and member of the Executive Committee of the International Association of Olympic Historians.

He has been awarded several prizes and distinctions such as an honourable mention of the Galician Athletics Federation (1967). He became a member of the Olympic Order of the International Olympic Committee (1989) and was conferred the title of 'doctor honoris causa' at the National Academy of Sports of USA (1994), at the Metropolitan university of Santiago de chile (1996), at Havana University (1996) and at Santa Fe University (1996).
