He took a degree in Telecommunication Engineering at Vigo University, in Law at the Open University and his doctor's degree in Engineering at Valladolid University. He is a Professor at Navarra University, responsible for the area of telecommunication policy and director of the CISS (Centre of Information Society Studies). He also informs in Brussels about the legal and industrial situation in mobile telephony and the elaboration of legislative proposals.

 Work & Activities

As director of the CISS, he carried out several research projects for the Ministry of Science and Technology. He published over 25 works, gave courses and seminars at several universities and took part as rapporteur in many lectures. He has worked as a researcher at the Technological Institute of Dublin (Ireland), at the Canadian Centre of Telecommunication Research in Vitoria (Canada) and at the Technological University of Dift (Holland).
