He took a doctor's degree 'cum laude' in Pedagogy with his doctoral thesis 'Estrategias de Metacomprensión en alumnos de 2º y 3º de EGB y su influencia en el rendimiento en Ciencias Sociales') (1994), a degree in Philosophy and Education Sciences (1983) and a degree in Human Sciences (1976). From 1977 to 1985, he worked as a teacher in Ourense and Pontevedra, being the secretary of the Advisory Board, deputy head, secretary, head of the Orientation Department and pedagogue. From 1985 to 1989, he was pedagogue of the 'Consellería de Educación e Orientación Universitaria' in Ourense (1985-89).
He filled several important offices in the political party 'Partido Popular' in Ourense. He has been a member of the Galician Parliament since the third session. He was the president of several commissions and spokesman of his political party ('Partido Popular') in several commissions and laws. He is on the board of directors of the Galician Popular Parliamentary Group.
He is married to Delia Aryans Álvarez and has two children.
