He took a doctor's degree in Law and Social Sciences in Uruguay, recognised in Spain as a degree in law. He took a diploma in European Communities at the Diplomatic School in Madrid. From 1986 to 1988, he was the cultural coordinator of 'Rosalía de Castro' Foundation and secretary of the 'Consello da Cultura Galega' from 1987 to 1997. He also worked as an agent of regional development in 'Costa da Morte' from 2000 to 2001.
He collaborates with articles about Galician emigration in O Correo Galego and 'Galicia en el Mundo'. He published the books Lonxe de Montevideo and A emigración galega no tango rioplatense.
He is the representative of 'Carlos Gardel' Foundation in Galicia and the National Academy of Tango in Uruguay.
