He took a degree in Medicine at the Complutense University (Madrid, 1978) and did a MA in Public Health at the University of Havana. He is a medical officer and expert on Family and Community Medicine.

He was tutor of the teaching unit of Family and Communitarian Medicine of Pontevedra, coordinator of the teaching unit of Family and Communitarian Medicine of Pontevedra and Professor of Public Health at the Nursing School of Vigo (Xeral-Cíes Hospital)

He participated as expert in the elaboration of “Marco Estratéxico para a mellora da Atención Primaria en España: 2007-2012. Proxecto AP-21” (Ministry of Health) and was a member of the advisory board of the Galician Health System.

He is a member of the commission for the elaboration of an improvement plan for the Galician Primary Health Care.

He wrote a lot of books about public health.

Nowadays, he works as a family doctor at the Primary Health Care Service in Marín (Pontevedra) and is the president of the Federation of Associations for the Defence of Public Health.
