He is a Professor of Economical and Business Sciences at Santiago de Compostela University. He has been the president of the Delegate Section of the Faculty of Economic Sciences since 1995. From 1983 to 1991, he worked as an assistant to the general direction of 'Televés' group in Santiago. He was a town councillor responsible for Economy, deputy mayor and spokesman of the political party 'Partido Popular' in the City Council of Lugo from 1995 to 1999. He was elected deputy in 1997 and was the spokesman of Economy and president of the Agriculture Commission. He was 'Conselleiro de Medio Ambiente' and second vice-president of the 'Xunta de Galicia'. He is general vice-secretary of 'Partido Popular' and president of 'Partido Popular' in Lugo.
Nowadays, he is Senator and spokesman of 'Partido Popular' Group in the Senate.
