He took a degree in Law and worked as civil servant for the State Administration. He filled the following offices: member of the Association Internationale d'Experts Scientifiques du Tourisme (AIEST); honourable member of the Mediterranean Organisation of Journalists and Writers of Tourism; provincial delegate of the Ministry of Information and Tourism in Toledo, Navarre, Las Palmas de Gran Canaria, Balearics and Málaga; president of the working party of the Tourism World Organisation about the slightest conditions of European flats (1985-86); president of the committee to protect Tourists and Tourist Facilities (1978-88); director of 'Paradores' (State hotel network) and general secretary of Tourism (Xunta de Galicia, 1990-94). From 1994 to 2000, he directed 'Casa de Galicia' in Madrid. Since October 2000, he has been director general of the Business Council of the Tourism World Organisation.

 Work & Activities

As a consultant of the Tourism World Organisation, he carried out several works on planning, tourist policy, hotel classification, regulation of travel agencies and rural tourism in Equatorial Guinea, Sao Tomé-Principe, Jamaica, Maldive Islands, Indonesia, China, Tanzania, British Virgin Islands, Peru and Uruguay. He gave lectures in several Tourism Assemblies in Shanghai, Havana, Uruguay and Japan. He took part as rapporteur in the Conferences of the Spanish Federation of Travel Agencies in Cancun, Marrakesh and Cartagena de Indias. He gave the inaugural lecture at the Conferences of the Mediterranean Organisation of Journalists and Writers of Tourism in Tunisia and Cairo.

 Other Interesting Aspects

He was awarded the Cross of the Order of the Merit of the German Federal Republic and the Command to the Civil Merit. He was elected Knight of the Basque Order. In July 2001, he was granted the Galician silver medal.
