He is married and has two children. He graduated in Teaching and Law and, after a public competition, he entered the Administration of the Xunta de Galicia. As a teacher specialised in the organization of school services, he was appointed to the Inspection Service and provincial delegations of the Ministry and ‘Consellería de Educación’ in Lugo from 6th September 1966 to 9th April 1987. From 10th April 1987 to 31st May 1996, he filled the office of provincial secretary in the Delegation of Education in Lugo. He is a member of the Bar Association of Lugo. He was the civil governor of Lugo from 1st June 1996 to 4th June 1997 and subdelegate of the Government in Lugo from 5th June 1997 until May 2004. At the moment he is the head of the Service for Human Resources in the Education Department of the Xunta de Galicia in Lugo.

 Work & Activities

He worked as a teacher at the University College of Labour Relations in Lugo during the academic year 1995-96 and at the Public Administration Galician School in 1988, 1989, 1993 and 1997. He participated as a rapporteur in the conference ‘Xornadas de Técnicas Directivas’, celebrated in Ferrol, Santiago de Compostela, A Coruña and Lugo in 1988 as well as in the course for headmasters in 1996. He formed part of the Spanish representative group in the European Conferences of State Territorial Representative Members in Paris and Rome. He promoted and organised the conferences celebrated in Lugo in 1998. Since 2008 he has been a Professor of Administrative Law at the UNED associated centre in Lugo.

He participated in courses for directors and courses on administrative procedure and administrative Contract, organised by the Public Administration Galician School, as well as in courses on Galician Languague, organised by the ‘Consellería de Educación’ and Social Sciences, organised by the Ministry of Education.
