After taking a degree in Geography and History at Santiago University, he filled several offices from 1987 to 1995 and was secretary general of FETE-UGT Galicia. He was the secretary of educational policy in FETE-UGT Spain from 1999 to 2000 and secretary general from 2000 to 2004. He was a member of the Social Council of Santiago University (1992-95), the Galician School Council (1992-2000) and the State School Council (1995-20004). He was on the federal committee of UGT from 1994 to 2004 and represented Spain in the European Education Syndical Committee and the International Education Committee on 23 April 2004. He was director general of Emigration (Ministry of Work and Social Matters).
He is the author of several publications related to Education and Galician Physical and Geomorphological Geography.
