He studied Arts in Santiago and took his doctor's degree in Madrid with a thesis titled Los petroglifos de término y las insculturas rupestres de Galicia. After the Spanish Civil War, he came back to Ourense to direct the Library, the Record Office and the Provincial Museum. He also worked as a teacher at the Secondary School in Ourense. He founded the Provincial Historic Record Office, putting in order and classifying all the documents. In 1942, he created the Group of Collaborators with the Provincial Archaelogical Museum. In 1943, the Museum's bulletin was published. In 1951, he managed to established the Archaelogical Museum and the Provincial Record Office in the old Bishop's Palace. He was a member of the Galician Academy.

Jesús Ferro Couselo was a great intellectual and research worker on Galician culture. He gave several lectures and published many articles in different newspapers and bulletins, such as Museo Arqueológico de Orense. Su historia.
