He took a degree in Law and attended doctorate courses at Santiago de Compostela University although he has not presented his thesis Relaciones Laborales Especiales yet. He is an expert on Galician Civil Law and Environmental Law. In 1972, he began to work for the State Administration. In 1981, he asked for leave of absence to devote himself to the legal profession. From 1982 to 1991, he worked as a juridical adviser at the 'Semana Verde de Galicia' and it was in 1991 that he became general secretary and lawyer of 'Semana Verde de Galicia' Foundation, Foundation of Exhibitions in A Estrada and juridical adviser of many firms until 1996. In 1985, he became a member of the political party 'Partido Popular' and two years later, he was elected town councillor and deputy mayor in A Estrada, filling the offices until 1996. From 1989 up to the moment, he has been a member of the Galician Parliament. Since 1992, he has been on the executive committee of 'Partido Popular de Galicia'. On 22nd May 1996, he was nominated as 'Conselleiro de Xustiza, Interior e Relacións Laborais'. During his term of office, he promoted the agreement between the Xunta de Galicia and the syndicates for development and employment and elaborated the following plans: 'Plan de Infraestructuras y Modernización de Medios al Servicio de la Administración de Justicia', 'Plan Gallego para Parques Comarcales de Bomberos' and 'Plan de Casas Consistoriales para los ayuntamientos gallegos 1999-2003'. He gave a definitive impulse to the Galician Society of Environment (SOGAMA) and was the president of this institution from 1996 to 1998. In 1999, he gave up his post as 'conselleiro' to become general secretary of the Galician Popular Party (Partido Popular de Galicia). Nowadays, he is also a member of the national executive committee of this party. As a deputy, he collaborated as a rapporteur in the elaboration of the following laws: Foundation, coordination of the regional police, creation of the Galician Academy of Security, Galician High-court appeal environmental protection, Galician Civil Law, Route to Santiago, etc. He was the president of the commission of the Statute of Deputies and the especial commission to study social, economical and sanitary repercussions of drugs traffic in Galicia.
