He studied Law and Medicine in Santiago. In 1891 he moved to Madrid, where he took his doctor’s degree in Law and taught Philosophy and Retorics at Isabel la Católica School. He practised as a lawyer and was deputy and senator.
He was the author of the lecture ‘El Jurado como institución popular. Reforma necesaria en el procedimiento’ (1903) and the works Higiene y acción social. Intervención del Derecho en los matrimonios de tuberculosos (1912), Los Foros en Galicia. Una fórmula equitativa para su total liberación (1925), Lo infinito ha creado y rige por acción directa la marcha de su obra (1927) and Cánovas ateneísta (1928).
He was a member of the Academy of Jurisprudence and Legislation and was awarded the decoration of the Order of Isabel, the Catholic Queen.
