He studied Secondary Education and Teaching in Lugo and took a degree in Pedagogy at Santiago de Compostela and Madrid Universities. He was an inspector of Primary Education in Lugo and filled the offices of head inspector and head of the Inspection Service of the Ministry of Education. He has been a senator, representing the province of Lugo since the first session. Besides, he filled the following offices: 'Conselleiro de Educación' in the Xunta de Galicia during the first autonomic government after the elections in 1981, provincial president and regional vice-president of the political party 'Partido Popular', town councillor in the City Council of Lugo since 1974 and deputy until 1983.
He was the president of Lugo County Council since 1983 to 2007.
He was awarded the following distinctions and decorations: 'Order of the Constitutional Merit', 'Caballero de la Orden de Alquitara', gold medal of the Red Cross, gold and brilliant decoration of 'Club Deportivo Lugo', gold medal of Unicef-España, gold medal of Santiago University, 'hermano mayor honorario de la Cofradía de la Santísima Virgen de la Esperanza de Lugo', 'Caixagalicia' gold badge, 'O Grelo de Ouro' and honourable medal of 'Nuestra Señora del Rosario' Academy of Fine Arts.
