He is an assistant Professor at the Political Science and Civil Service Area (University of Vigo) and has been the secretary of the Sociology, Political Science, Civil Service and Philosophy Department since October 2006. He is the editor of ‘Eixo Atlántico’, the magazine of Galicia-North Portugal euroregion. He also directed and coordinated several postgraduate programmes (First Master in Communitarian Policies, Development and Trans-frontier Cooperation, University of Vigo), courses for public managing directors (‘Curso de Directivos da Xunta de Galicia’) and continuing education courses on public management and sustainable development.

 Work & Activities

His research lines focus on public management and local quality, mainly applied to the trans-frontier reality of Galician and North Portugal, as well as the environmental public policies within the intergovernmental and multilevel framework. He has participated in several national and autonomic projects related to sustainable development, multilevel governing and quality in local organizations. He has given lectures about these matters in several Spanish villages and Spanish and Latin American Universities (Chile and Portugal). He is a member of GreenPoint (Environmental Management Consultancy) and has directed and coordinated consultancy projects with several autonomic and local civil service in Galicia, Madrid, Murcia, Andalucía and Extremadura. He has recently published a monograph about Contemporary Civil Service titled ‘Las Administraciones Públicas Contemporáneas en España. Una Visión Multidisciplinar desde el Estado de las Autonomías’, Tórculo, Santiago de Compostela (2003).
