He took a degree in Economical Sciences and is a Professor at Santiago de Compostela University, where he filled the office of vicerector responsible for economical matters. He took higher degrees at the Research and Development Planification Institute (Grenoble University. France). He was committed with democratic movements since he was young, being an active progressive member during the democratic transition and participating in the process of the Galician Statute. Afterwards, he participated in the socialist governments from 1985 to 1994 and was the undersecretary of the Ministry of Transports, Tourism and Communications and secretary general of Infraestructures in the Ministry of Works, Transports and Environment. In 1997, he gave up his post in the Congress to take part in the autonomical electoral process, being a candidate of the Galician Socialist Party. He was elected deputy and spokesman of he Galician Socialist Parlamientary Group. In October 1998 he was elected secretary general of the Galician Socialist party and reelected in 2000, 2004 and 2008. He was the president of the Xunta de Galicia from 2005 to 2009.

He is the author of many studies on regional development and agrarian economy in the European Union.

He was awarded the Agrarian Publication National Prize and directed works and publications related to infraestructures and economical development in Galicia. He is married and has two children.
