-Degree in Law.-Trading teacher.-Auditor of the public Administration.-Certificate of Business Management at the Institute of Business Studies.-Chartered accountant and auditor at the Auditorship and Accountancy Institute.-Certificate of European Communities at the Diplomatic School of the Foreign Office.-He belongs to the Finances Inspector Corps, where he joined as the 'number one' in his class, the Technical Corps within the Ministry of Finance and Public Finance Management. He filled the offices of assistant auditor of the Ministry of Health, manager of Santiago University and auditor of the Xunta de Galicia.-Member of the Galician Parliament from 1993 to 1997.
Thanks to Manuel Fraga Iribarne, he entered the political party 'Partido Popular', being responsible for the electoral campaign, which made Manuel Fraga Iribarne become president of the 'Xunta de Galicia' in 1989. During the activity he carried out as 'Conselleiro de Presidencia', there was a programme of modernisation in the 'Xunta de Galicia' in order to approach the administration to the citizens. As a result, the so-called SERI (Service of Immediate Response) was created. He also promoted the reform of the public function and developed several laws for Galicia such as those referring to Environment and Regional Development as well as the creation of the Galician Academy of Security. Nowadays, as vice-president of the County Council in A Coruña, he is responsible for the modernisation plan in the provincial administration.
-On 7 February 1990, he was nominated as 'Conselleiro de Presidencia e Administración Pública' until 18th February 1999.-He is married and has four children.
