He was elected Mayor in 1966 and had to pay a special attention to urban and traffic problems. He inaugurated the Archaeological Museum at St Anton Castle and made a proposal to create an association of municipalities. He turned the company responsible for water supply into a public institution and inaugurated St Diego station and 'Las Flores' district.
