He took a degree in Medicine and Surgery at the University of Santiago de Compostela in 1981. He filled the following offices: doctor-inspector in the Social Security Administration (Insalud, Ministry of Health) since 1984, doctor-inspector of the Xunta de Galicia, head of the Medical Inspection Service in Vilagarcía (1989-1991), managing director of Primary Attendance of the Galician Health Service in Pontevedra (1991-94) and since 1994, he has been the managing director of Nicolás Peña Hospital in Vigo.
He got the diploma on Managership at the Galician School of Public Administration.
