He took a degree in Law at Santiago University. He has been a lawyer at the Bar Associations in Pontevedra and A Coruña, magistrate on leave, deputy during the second, fourth, fifth and sixth sessions and senator during the third one. He was Mayor in Cambados from 1987 to 1990 and 'Conselleiro de Xustiza, Interior e Relacións Laborais' in the Xunta de Galicia.
