He has been working at Santiago University as Financial and Tributary Law Professor since 1992. From 1993 to 1998 he directed the Department of Special Public Law at Santiago University. Since 1998 he has been vice-chancellor to coordinate the campus of Santiago University. He took his degree in Law at Santiago University in 1986 and his doctor's degree in 1991.

 Work & Activities

He published some articles in specialized magazines and collective works and the books La Recaudación de deudas tributarias en vía de apremio (Pons, Madrid, 1992) and Actuaciones de la Inspección de los tributos (Tecnos, Madrid, 1995).

He is a member of the Spanish Association of Fiscal Advisers, the Spanish Association of Financial and Tributary Law Professors and the European Association of Financial Law Professors.
