He was born in Cuba and returned to Galicia to establish himself in A Coruña, where he worked as a pharmacist. He was a town councillor in the City Council of A Coruña on five occasions between 1901 and 1931. He was also Mayor from 1st April 1920 up to 28th July 1921. One of his most important initiatives was the creation of the charitable institution 'Cocina Económica' in 1886.
