He took a degree in Philosophy and Arts and a doctor's degree in Geography. He taught Economical History and Town Planning at Navarra and Barcelona Universities and teaches Human Geography at Santiago de Compostela University. He is a member of the International Association of Regional and Urban Planners, the International Association of Town Planners and NUREC Group (Network Urban Research European Community). He took part of several commissions in the International Geographical Union, all of them related to urban systems, regional development and industrial localization. He is a member of 'Pedro Barrie de la Maza' Galician Institute of Economic Studies. He has published 49 books related to demography, local development, town planning, urban and regional strategic planification and territory order, as well as over 200 research articles in different countries. Besides, he collaborates in several European projects to develop the regions and city networks and is an international lecturer about these themes. He directs the MA about Local Development that has been organised since 1997 by the Society for the Regional Development of Galicia
.In 1990, he joined the 'Xunta of Galicia' to design and promote the Galician Plan of Local Development, which was approved by many international institutions such as the European Council and other Latin American organisations. He made the Regional Map of Galicia, the System of Geographical Information of Galicia and the Regional Centres. In 1991, he was nominated as the head of the Cabinet of Planifications and Territorial Development of the Xunta de Galicia. Nowadays, he is the General Secretary of Planifications and Regional Development of Galicia, as well as managing director of the Society for the Regional Development of Galicia.
He has done a research work on Galicia cities, which was published by 'Caixa Galicia' Foundation, and has written many books about development and territory planification. Besides, his research activity about urban geography, territory planification and local development have been presented in many papers and many international conferences.
