He studied Secondary Education at 'St Irene' Secondary School in Vigo, Teaching in Lugo and Journalism in Madrid. In 1964, he got the National Prize of Journalism. He worked as editor and political commentator for over fifteen years in the newspapers Marca, Aragón Express, La Gaceta del Norte, Región and El Imparcial (he edited this newspaper in 1979 from June to December). From 1981 to 1987, he became chief of Publications and Comunication of the National Archaeological Museum in Madrid. He was Director of Communication at the 'Dirección General de la Juventud' and adviser of the political party 'Grupo Popular' at the Senate. He worked for four years as teacher of communication technics for the masses and public opinion at the Spanish Centre of New Professions in Madrid.
He directed the Electoral Information Office of the political party 'Partido Popular de Galicia' during the campaign carried out by Manuel Fraga to become the president of the Xunta de Galicia in 1989. In 1990, he began to direct the communication cabinet of the president of the Xunta de Galicia. From July 1991 to June 1996, he was the general secretary of the Xunta de Galicia. From June 1996 to December 1997 he was 'Conselleiro de Cultura e Comunicación Social' in the Galician government. From 1997 to 2005 he filled the office of 'Conselleiro de Cultura, Comunicación Social e Turismo' in the Xunta de Galicia.
