He took a degree in Economical Sciences at Santiago University in 1980 and did a master in Environmental Economy at London University (1994). He also took the European doctor’s degree in Economy at Vigo University (1998). He is an expert on economical control of environmental deterioration, environment taxes and energetic and environmental policy. He was the vicedean in the Faculty of Economical Sciences in Vigo from 1997 to 2003 and visiting researcher in many European, American and Asiatic Universities.
