He took a degree in Law and Business Management at CEU San Pablo University (Madrid). He did a MA in Studies on the European Union at the University of A Coruña and presented his minor thesis titled “Aspectos Jurídico-comunitarios sobre Internet: La Sociedad de la Información”.
Since 1997 he has been a Professor of Computer Law in the Faculty of Law (University of A Coruña). He is also a foundation member of the Galician Chapter of the Internet Society (ISOC-GAL)
In 1998, he cofounded Pintos & Salgado Lawyers, specialized in Computer and Communitarian Law. Nowadays he is associate-manager of the firm, which has become the prime example of the New Technologies Law in Galicia.
In 2000, he was included in the list of Experts of the European Commission to valuate R & D Projects related to the Information Society. In 2008, he was recognised as expert legal assessor of “EuroPrise”, supported by the European Commission.
In 2008, he was awarded the “EuroPrise Expert Certificate”.
In 2009, he was recognized with the “European Certificate on Cybercrime and e-Evidence” or the European Certificate on Cybercrime and Electronic Proof also sponsored by the European Union.
He has published articles in national and international bulletins and specialized magazines about the legal aspects on electronic commerce, the law on data protection, copyright in Internet, computer crime and domain names.
He has given a lot of speeches and lectures in different academic and professional meetings about matters related to his speciality in Computing Law and Internet.
