He took a degree in Law at Santiago de Compostela University. In 1968, he represented his Faculty at the 'Junta Permanente del Distrito Universitario'.He took a degree in European Community Law. He was secretary in the second Congress of Galician Law and was on the Galician executive body of the political party 'Partido Demócrata Liberal'.
He was also president of the club 'Club Porlier, Sociedad de Estudios Liberales', spokesman of the group 'Plataforma Liberal de Galicia' and president of the political party 'Centro Liberal de Galicia' and the Coordinating Committee of Galician Foundations.
He wrote many articles in Galician newspapers and the rest of Spain. He published many works about juridical, social, political and cultural themes and gave many lectures whenever several societies, associations and Universities invited him.He works as a lawyer and directs the lawyer's office 'García Míguez Abogados', which was founded in 1972.
He is the president of 'Porlier' Foundation, which was founded in 1983. It was classified as a cultural foundation and considered as 'a foundation of Galician interest' for defending freedom and tolerance.
He is also the president of the 'Corte Gallega de Arbitraje', which was created in 1992, and member of 'Canal Coruña, S.L.' (firm of Information and Communication Technologies), which was founded in 2000. He wrote the essay book 'Galicia, el Estado y la Libertad' ('Do Castro' Publications, 1992).
