He took a degree in Law at the University of Santiago de Compostela in 1975 and a doctor’s degree at the same university in 1982. He is a Professor of Political Sciences in the Faculty of Political and Social Sciences (University of Santiago de Compostela) and was vice-dean (1989-1996) and dean of the Faculty of Political Sciences (1996-2004). He was a collaborator teacher in the Chair of Political Sciences (Faculty of Political Sciences and Sociology, University of Alcalá de Henares, 1975-76); assistant teacher (Faculty of Law, USC, 1976-1982); temporary teacher (USC, 1982-1983 and 1983-84); teacher assigned to the first and second cycle and doctorate courses and Professor of Political Science in the Faculty of Political and Social Sciences of the University of Santiago de Compostela from 1991-92.

He has read reports and papers in different national and international conferences, has got scholarships and research aids and has directed fifteen doctoral theses.

He is a member of the board of directors of the IPSA Research Committee on Ethnicity and Politics, elected in the World Congress Québec (2000) and re-elected in Durban (2003), member of the Spanish Association of Political Science since 1997 (re-elected in 2001), member of the board of directors of the ECPR Standing Group on Regionalism and Devolution, member of the EPsNET European Political Science Network Polis-Episteme Network, member of the editorial board of Nationalism and Ethnic Politics, member of the editorial board of Zona Abierta Madrid since 1978, foundation member of the collaborating committee of Revista Internacional de Filosofía Política (Madrid and México), member of the editorial board of Telos since its foundation and co-editor of Revista Española de Ciencia Política (2003-2007). He works as a usual valuator of articles for several magazines about Political Science.

He was awarded the degree extraordinary prize (1976), the doctor’s degree prize (1983), the Doctoral Theses National Prize of the Spanish Association of Political Science of the best Spanish thesis on Political Science read in the academic year 1982-1983 (1983), Galicia Research Prize in Social Sciences (1986), the Statute of Autonomy Prize of the Galician Parliament (1987) and the prize to the best book about Political Science in 2002 of the Spanish Association of Political Science (collective work published by J. Subirats and R. Gallego, 2003).
