He took a degree in Law at Santiago de Compostela University. He filled the following offices: labour inspector, 'conselleiro de traballo e servicios sociais' in the Xunta de Galicia (1990), deputy in the Galician Parliament (1990), Mayor in Vigo (1995), senator in Pontevedra and president of the 'Eje Atlántico del Noroeste Peninsular' (1995). He is a member of the European Parliament and belongs to the following commissions: 'Social Matters and Employment' and 'Economic Matters'. He is also a member of the Office for the Relations with South American Countries and 'Mercosur' and member of the European Popular Group.
