-Doctor’s degree in Telecommunications Engineering, University of Vigo (1997).
-Professor at the Telecommunications Engineering College, University of Vigo since 1990, secretary of the Communications Technology Department secretary (2000-2003), responsible for International Relations (2002-2004), sub director of External Relations and Activities of this college (2003-2004) and pro-vice-chancellor for the European Space of Higher Education of the University of Vigo (2004-05). From 2003 and 2005 he was also the secretary of the Association of Galician Telecommunication Engineers. He was director general of Audiovisual Communication in the Xunta de Galicia.
He published about a hundred articles in magazines and proceedings of international conferences related to the Information Technologies and Communications. He participated in several international, national and autonomic projects related to this sector. He also collaborates as an expert assessor of innovative projects for the European Commission. He collaborated in the development of several multimedia management tools, e-learning and other services for the information society. He participated as an invited rapporteur in the summer courses of the University of Malaga, the University of Alcala de Henares and Menéndez Pelayo International University. He was awarded a grant patent for the manipulation of dangerous objects (P 200102569 (6), BOPI 1st June 2005).
He is a member of the promoters of Bologna process of the Ministry of Education.
