He was a canon at Ourense's cathedral. The secretary of Justice entrusted him with the negotiation of the Concordat of 1753 in Rome, which started again the diplomatic relations between Spain and the Vatican. He was nominated as general commissioner of the Crusade in Spain. Carlos III trusted him and nominated him as president of the Council of Castile (1772-83). He was one of the most important Galician philanthropists of history. He promoted the creation of libraries and public works to improve communications in Madrid. He also destined six million quarters of a peseta to create a lay family foundation in favour of the orphan and non-orphan relatives and several Galician parishes of the Archbishopric of Santiago.
