He took a degree in Medicine and Surgery and specialised in Public Health, Microbiology, Clinical Analysis and Sports Medicine. He also got a diploma on Hospital Management and Administration and enjoyed a scholarship from the World Health Organization. After entering the Corps of Doctors of National Health, he devoted himself to Teaching for ten years. He was a Professor at the Health Departmental School in Santiago and an assistant lecturer in the Faculty of Medicine (Santiago University) and the National Health School. He directed the Public Health for more than 20 years in Pontevedra and A Coruña and took part in the programme of Technical Cooperation of Equatorial Guinea. He was a member of the Galician Parliament during the second and third sessions and was reelected again in 1997. He was the president of the standing committee to study the economic and sanitary repercussions of the drugs traffic in Galicia and was a Senator and member of the Spanish Parliament, representing A Coruña. He has been filling the office of 'conselleiro de Sanidade' since 1996.
