He studied Economical and Business Sciences at the University of Santiago and took his doctor’s degree at the University of Vigo.
He was a Professor of the Spanish Open University (UNED) in Ourense and dean of the Faculty of Business Sciences and Tourism in Ourense.

 Work & Activities

He is a deputy and national spokesman of the PP in all matters related to University.
He developed an interesting research activity and is the author of scientific works, books and monographs as well as several reports presented in conferences.
He gave courses and seminars at several universities.
In March 2009 he became ‘conselleiro’ responsible for Education and Universities, and after that, "Conselleiro" for Culture, Education and Universities, until 2015.
In this year, he is elected Mayor of Ourense.
