He took a degree in Law at Santiago de Compostela University and also studied Political Sciences and Administration. He works as a civil servant of the Xunta de Galicia since 1992.
From 1995 to 1997, he worked as a legal adviser in the 'Consellería de Presidencia' and the juridical consultant's office of the Xunta de Galicia. In 1997, he was nominated as head of service in 'O Valedor do Pobo' and he has worked as an adviser of this institution since 1998. He attended higher courses on Galician Civil Law (Santiago de Compostela University), Administrative Law (Galician Centre of Higher Courses in collaboration with the National Institute of Public Administration and the 'Consejo General del Poder Judicial') and the directive course of the Xunta de Galicia (Galician School of Public Administration).
Working as an adviser of the institution 'O Valedor do Pobo', he was responsible for several areas. He wrote many juridical reports for the juridical consultant's office of the Xunta de Galicia while he worked as a legal adviser.
He made several works to incorporate to the reports of 'O Valedor do Pobo' since 1997. Representing the institution 'O Valedor do Pobo', he participated in several national and international conferences and lectures of the 'Ombudsman', defending several reports and works.
In July 2007, he joined the Legal Department of the ‘Consellería de Presidencia, Administraciones Públicas y Justicia’ (Xunta de Galicia) and two years later he became head of this department.
In February 2012, he was elected councillor of RTVE in Galicia and acting councillor of CRTVG.
