He was a lawyer of the Royal Court, attorney general and town councillor in A Coruña as well as a member of the Ancient Trade Court of A Coruña. He was one of the first Galician erudite reformists who tried to mitigate the situation of the poorest classes without breaking the privileges of the noblemen. He tried to eliminate the obstacles that opposed to the progress and economy of his time. As a result of his work, he wrote the books Estorbos y remedios de la riqueza de Galicia.
