Civil servant within the Civil Engineer Corps. He was the head of the State Coast Demarcation in Galicia from 1987 to 1997. Nowadays he is the head of the Planning, Projects and Works Service in the State Road Demarcation in Galicia, within the Ministry responsible for public works. When he was twenty-two years old, he got a degree as civil engineer at Madrid polytechnical University. He was the speaker of the regulations to develop the Law for Coasts in 1988. Degree in Law and doctor's degree in the Department of Public Law at the UNED (Open University). He made postgraduate courses on business Administration at Madrid Polytechnical University (business programming, business statistics, general accounting and quality control). Nowadays he is studying Political Sciences in the Faculty of Political Sciences and Sociology at the UNED (Open University). He is national vice-president of the Association of Civil Engineers. He is a member of the public sector committee of the National College of Civil Engineers. He projected the promenades in A Coruña (Riazor, Orzán, Orillamar...), the restoration of the Hercules Tower and the regeneration of St Cristina beach in Oleiros. He made Riazor beach, road infrastructures for the tramcar in A Coruña and the bicycle lane as far as the 'Burgo' within the project of the seaport in Orillamar. During the period he stayed in the head of the Coast Demarcation in Galicia, over 300 projects of seaports and beaches were planned under his direction. He took part as rapporteur in many international congresses: Bordomer II (Bordeaux); Rochelle; Kobe (Japan), where he spoke about St. Cristina beach during the 24th Internationational Conference and 28 Pian, he spoke about the works in the 'Aegean Sea' at the Spanish technical meeting (Seville). He directed a course about the littoral and wrote many articles about territory and infrastructures.

He is also the author of the following books: La ciudad y el mar: un recorrido por los paseos martímos; El jardín de Hércules: catorce escultores bajo la luz del faro (together with other authors) and Las costas y su problemática (together with seven Professors of Administrative Law).
