He took a degreee in Medicine and Surgery at Santiago de Compostela University. He belongs to the medical corps of the civil navy. He took a diploma in Health and specialised in Microbiology, Preventive Medicine, Public Health and Clinical Analysis. He worked as a specialist doctor in the National Health Colle and the National Centre of Biology, Virology and Sanity Immunology. He filled the following offices: president of the Medical-Surgical Academy of Lugo (1973-77), vice-president of the representative commission of UNICEF in Lugo (1974-95), vice-president of the Spanish Association of Medical Biopathology and president of the technical committee of the Spanish Association to fight against Cancer in Lugo. He is a member of the Galician Academy of Medicine and Surgery, honourable member of the Medical-Surgical Academy of Lugo, honourable member of the Association of Former Alcoholic People of Lugo and member of different scientific and professional associations.

 Work & Activities

He has published several articles and works on health research such as Necesidades de personal médico en Galicia (1972); Concepto general y puesta en marcha de la Medicina Preventiva en el medio rural gallego (1972); Mortalidad general y especifica en Galicia and AEBM ante los Análisis Clínicos Rev. Diagn. Biol. 2000: 50. He has taken part in national and international conferences and symposia and published many political articles. He also directed many courses on public health and gave lectures of sanitary interest. He was a member of the panels of public competitions to enter the Medical Corps. In 1977, he was elected senator in Lugo, president of the Health and Social Security Commission, president of the special research commission of emigrated workers. He negotiated the sanitary transferences to the Xunta de Galicia in the previous period to the Galician Autonomy. He participated as a rapporteur in the Conference of 'Coalición Galega' that took place in Vigo in 1985. He was a member of the national executive of 'Coalición Galega' and president of this political party in 1990. He was also a member of the Galician Parliament, town councillor in the City Council of Lugo (1987-91) and deputy in the County Council of Lugo (1987-91).

He holds the Command of the Civil Order of Sanity and the Order of the Constitutional Merit. He is married to Mª del Carmen Pérez-Mel y Pérez-Batallón and has four children: Alejandro, Jorge, Carmen and José Carlos.
