He studied Naval Engineering at the Technical Naval Engineering School (Polytechnical University of Madrid). He speaks Galician, English and French and has been the president of the Port Authority of Vilagarcía since January 2002. Besides, he directed the public entity ‘Portos de Galicia’ (1998 – December 2001) and was a project director in Astano, S.A. (1990-98), factory director in Santaz-Censa (February 1990 – October 1990) and project director and head of the technical department in ‘Dragados e Construccións’ (Offshore division), 1981-90. He attended many courses in England, Monaco and Norway related to the offshore industry. He is married and has four children.

 Work & Activities

He was a Professor on the Third and Fourth Postgraduate Courses on Maritime Law and Port Management (A Coruña University) and the First, Second, Third and Fourth Postgraduate Courses on Design and Production of Sports Boats (A Coruña University). He has given the following lectures: ‘Dirección de proyectos en el entorno de la industria naval y oceánica’ (Polytechnical School of Ferrol), ‘La gestión de los puertos autonómicos de Galicia’ (Polytechnical School of Ferrol), ‘Puertos de Galicia. Planificación y gestión’ (Civil Engineering Technical School of A Coruña), ‘La nacionalización del mar y su repercusión en los puertos’ (Barrié de la Maza Foundation), ‘Seguridad y preservación del medioambiente’ (Barrié de la Maza Foundation), ‘Las alianzas en la industria naval’ (Course on managers of the naval sector) and ‘Los puertos autonómicos de Galicia’ (Postgraduate Course on Fishing Economy – University of Santiago).

 Other Interesting Aspects

He was a spokesman of the board of directors of the port authorities of Vigo, Marín-Pontevedra, Vilagarcía, A Coruña and Ferrol from June 1998 to January 2002.
