He graduated in Nursing at the University of Vigo and worked at the Nephrology Service at Cristal - Piñor Hospital (Ourense). He is an honourable member of the Spanish Society of General Medicine in recognition to his contribution to the improvement of primary health care in rural areas. He was a town councillor in Allariz since 1983 and Mayor from 1990 up to the year 2000. During his term of office, Allariz was awarded the European Town Planning Prize and was selected by the UN-Habitat Programme to represent Spain as an example of a village capable of defending sustainable development. He was on the commission for the unification of Galician local organizations and was vice-president of the Galician Federation of Municipalities and Provinces from 1995 to 2000. He filled the office of executive coordinator of the BNG from April 2002 to November 2003. It was then that he was nominated as national spokesman of the BNG and candidate to be president of the Xunta de Galicia in the 11th edition of the National Assembly of the organization. He was senator from 1999 to 2005. He was also a member of the Standing Committee, spokesman of the Mixed Group and member of the Assembly of the General Commission of the Autonomous Regions, as well as spokesman in the Agriculture, Industry and Justice Commissions.

He was vice-presidente of the Xunta de Galicia (2005-2009).
