In 1919, he was elected deputy. When he was only twenty-eight he was civil governor in Valencia. He was director general of the Local Administration and minister of the Exchequer under Primo de Rivera's dictatorship.

In 1928, he was awarded the gold medal for his interest in his city. When the Republic started, he fled abroad but he returned in 1934 and was elected deputy.
